Job Description About the Role
To work with a broad range of stakeholders to identify, devise and deliver bespoke asset strategies with the right balance between policy and commercial outcomes, develop and implement commercial models for investment facilitation and delivery of projects. Work proactively and cooperatively to resolve competing stakeholder needs within the corporate portfolio, monitor market trends, Government policy, competition, and industry developments to identify opportunities for growth and improvement.
About You
Tertiary degree or higher qualification in property, finance, project management, valuation or related fields.
Extensive experience in the finance facilitation, negotiation and/or delivery of property and capital investment assets.
Substantial experience in leading, influencing and managing people to generate successful results.
Expertise in the preparation and analysis of financial feasibility modelling, budgeting and tight cost monitoring to achieve commercial outcomes.
Track record in successfully managing and executing property transactions / acquisitions.
Substantial understanding of industry best practice and opportunities for market innovation.
Considerable knowledge of corporate planning and decision making processes.
Demonstrated experience and a proven track record in managing and influencing multiple complex stakeholder relationships and liaising with all levels of government including senior managers, executives and ministers.
Experience in the analysis of complex strategic matters in relation to the planning and management of investment partnerships to assess risks and opportunities.
Key Accountabilities
Develop and deliver the strategic vision and agenda to deliver investment portfolio outcomes in line with Corporate Plan and Government policy.
Formulate and implement stakeholder relationship and communication strategies to ensure the benefits of Development Victoria’s investments are understood, supported and responsive to stakeholder needs and priorities, with a focus on delivering innovative affordable investment solutions that enhance and create value.
Promote and demonstrate the Development Victoria values and sustainability objectives to all employees and stakeholders, and in all work undertaken.
Formulate and execute investment strategies, from origination through to value-add repositioning of existing assets. Strategy recommendation to be appropriately based on an assessment of project risk, return and policy objectives.
Identify and develop potential capital transaction opportunities, including investigation and negotiation of divestment strategies.
Lead the preparation of investment proposals, financial feasibility models and analyses of the potential of new projects, to deliver an acceptable investment outcome before being considered by the Development Victoria Investment Committee and Board.
Manage funding, finance, tax and legal strategies and models for new investments, financial models, risk management initiatives, programs, asset management systems and reporting mechanisms. Identify and implement ongoing improvements to these models and systems.
Work across DV to identify opportunities where its strategic objectives and policy deliverables may be embedded through property investment assets and proposals.
Work closely with the Finance and Operations Groups for the ongoing facilities, tenancy and funding management of property investments.
Lead, manage and inspire the Investment Strategy team.
Identify and manage learning, development, and training opportunities for employees in the team to address development needs and improve employee skill levels.
Monitor and assess performance of direct reports regularly (including performance appraisal) to provide ongoing feedback and identify development needs.
